Fragrance Allergens

Under the influence of the current legislation in the European Union, the labeling practice for products containing allergens will change in the coming years. Currently, the labeling is based on EU Regulation 1223/2009.

According to this, products must indicate the presence of 24 allergens if their concentration exceeds:

   ◦ 0.01% in rinse-off cosmetic products (e.g., shampoos, soaps).  

   ◦ 0.001% in leave-on products (e.g., creams).

There are 26 allergens on the list, but the use of two components in cosmetic products is already prohibited.

Under the new Regulation 2023/1545, an additional 56 allergens will be added to the list.

The new allergens must be displayed in product information starting from August 2028 for products that were already on the EU market before August 2023. For products introduced to the market after August 2023, this requirement must be fulfilled by July 31, 2026.

Essential oil manufacturers have begun updating their documentation, and allergen lists already include the new allergens. Products currently considered allergen-free may also contain new allergens.
