Changes in fragrance regulations in 2026

While the European Union is beginning to acknowledge that some regulations might have gone a bit overboard, rules on cosmetic fragrances are tightening rapidly. The latest changes impact both fragrance oils and essential oils.

The list of allergens increases by 56 new allergens

The European Union Fragrance Allergens Regulation 2023/1545 significantly expands the list of allergens that must be separately listed on cosmetic products. It amends Annex III to the Cosmetics Regulation 1223/2009 and increases the number of allergens that must be labelled on the packaging of cosmetic products from 26 to 80.

Products placed on the EU market must comply with the new requirements by 31 July 2026 at the latest. Products on sale before June 2023 may be sold with allergen labelling under the old regulation until 31 July 2028.

This will significantly affect which fragrances are classified as allergen-free and which are not. One of the most important changes, for example, is the classification of vanillin as an allergen.

New IFRA restrictions, changes to labeling, and maximum use levels

IFRA restrictions were updated with version 51 at the end of 2025.

These updates include changes to the permitted use levels of certain fragrance components, an update to skin sensitization modeling, extended phototoxicity restrictions for citrus-derived materials, and revised principles for toxicity calculation.

Because of these changes, many fragrance blends will need to be reformulated, have their specific category restrictions updated, or undergo new safety assessments. This means product labels, safety evaluations, and usage restrictions are being revised, and fragrances once considered safe might now be classified as harmful to health.

We’ll soon be updating the list of Relumee allergen-free fragrance oils. A few fragrances will no longer be considered allergen-free, but new options meeting the latest regulations will be available soon.

In addition, we will critically review the updated product documentation and, in the event of a significant change in classification, update the fragrance range to ensure user safety even under stricter requirements.
